Professional Profile
With over 25 years of experience in both the public and private sectors, Noemi Gallo has built strong expertise in the comparative analysis of policies and measures for social infrastructure, with a special focus on social housing, health, and education. Her work centers on sustainable urban and territorial development, collaborating closely with European institutions, ministries, local authorities, and multilateral banks.

She has held strategic positions, including as a Board Member of Housing Europe, contributed to international guidelines, and participated in initiatives such as the Urban Development Strategic Plan 2040 and SHAPE-EU. She has also worked closely with the EIB and CEB on significant housing projects.
As a delegate of the Ministry of Infrastructure and Transport, she participated for two years in the work of the Union for the Mediterranean (UfM), contributing to the drafting of the Urban Development Strategic Plan 2040 and gaining in-depth knowledge of European funding programs and shared regulatory frameworks.
Since 2023, she has been a member and mentor of the WHF – Women in Housing and Finance program (New York), and has actively participated, as an expert, in the SHAPE-EU – Affordable Housing Initiative network, taking part in operational sessions in Tallinn, Paris, and Milan. Over the years, she has worked closely with International Financial Institutions, particularly the EIB and the CEB.
With Sinloc SpA, she drafted and assessed the first Italian project approved by the EIB under the URBIS program (Racconigi25: over 350 housing units, >€50M). For the CEB, she led the development of a portfolio of strategic projects in Italy, including a pilot initiative that is now the Bank’s main investment in the country (€25M out of over €50M, 148 housing units with integrated cultural and social functions).
In 2025, she was involved as a Technical Advisor at the REbuild – Connect minds, enable innovation conference, a key event for innovation in the built environment sector.
She was active in the Nunspeet Group (2017–2020), an international network for the dissemination of best practices in the social housing sector.
Since 1995, she has been a registered member of the Order of Architects PPC of Turin, where she served as a board member from 2001 to 2005 and again from 2025.
She is also a founding member of SeNonOraQuando, an association promoting women’s empowerment (since 2012).
